A 9-to-18 month path with measurable milestones.

Two tracks. Three phases. One promise: when a resident exits Step by Step, they exit with documentation, a job, savings, permanent housing, and a 12-month follow-up plan.

Three phases

Intake

Weeks 1–4

  • Comprehensive needs assessment (housing, work, health, benefits, legal)
  • Personal case plan with measurable 30 / 60 / 90 day milestones
  • Document recovery: ID, social security card, birth certificate
  • House orientation & roommate match
02

Stabilization

Months 2–9

  • Employment or vocational placement within 45 days
  • Weekly 1:1 with assigned case manager
  • Mandatory savings plan, budgeting, and credit repair
  • Mental health, recovery, or healthcare appointments tracked weekly
03

Exit

Months 9–18

  • Permanent housing search & deposit assistance
  • Move-out plan signed by resident, case manager, and a personal anchor
  • 12-month post-exit follow-up with quarterly outcome check-ins
  • Alumni network and continued access to case management

House rules — non-negotiable

  • Sobriety on premises. Random drug & alcohol screening.
  • Active employment, school, or job-search plan within 30 days.
  • Curfew honored. Overnight passes pre-approved.
  • No violence, no weapons, no theft — zero tolerance.
  • Respect for staff, peers, and the property.
  • Weekly house meeting attendance is mandatory.

What residents agree to

  • Pay program fee on the agreed schedule (sliding-scale, never barrier to entry).
  • Meet with your case manager every week. No exceptions, no excuses.
  • Save a minimum of 20% of earned income toward exit housing.
  • Complete the financial-literacy and life-skills curriculum.
  • Give 30 days notice if you intend to leave the program early.

Who qualifies

We serve two distinct populations on parallel, dedicated tracks. Each track has its own intake criteria.

Track A · THOR (Adult Reentry)

  • Individuals returning from incarceration
  • Within 12 months of release or active community supervision
  • Willing to commit to sobriety, employment, and structure
  • No active violent felony charges

Track B · ILP (Transitional-Age Youth)

  • Ages 18 to 24
  • Aging out of foster care, juvenile system, or unstable family housing
  • Enrolled in or willing to enroll in school, GED, or workforce program
  • Commitment to the full ILP curriculum
